What is it that exam boards are up to when they start advertising at home, online courses along with the exams?

Pearson both run the Pearson Edexcel exam board along with Pearson PLC. So it was intriguing to see how they are advertising a direct to consumer online academy. Promoting their International GCSE. These IGCSEs do not need coursework and can be taken in any of the JCQ exam centres. 

If you scratch the surface and if it was a school or college who are charged fees from their exam boards, including Pearson. While another arm of Pearson is trying to compete with you for candidates who want to learn GCSEs I would question how this is not a conflict of interest.
